The Milken Institute ranked Bahrain the 3rd in Gulf and 42nd globally in terms of the Global Opportunities Index 2020.
The United Arab Emirates ranked first in the Gulf and 26 globally, followed by Qatar 38th in the world, then Bahrain, then Oman 53rd globally, Kuwait 58th, and finally Saudi Arabia, which ranked 66th globally.
The Milken Institute is an independent economic think tank based in Santa Monica, California. It publishes research and hosts conferences that apply market-based principles and financial innovations to social issues in the US and internationally.
The institute said that there are defects in the policies which guarantee the protection of foreign investors in the Gulf states in general, explaining that although the GCC countries are intensifying their efforts to attract investments to diversify their economies, they are still retreating in many areas that obstruct their progress significantly.
The Global Opportunities Index examines the economic and financial factors that affect foreign investment activities, as well as the commercial, legal and regulatory policies that Gulf governments use to drive investment.
