Kuwaiti police arrested two individuals, including a citizen, for possessing drugs in a school parking lot. During an inspection tour in the Al Jahra governorate in northwestern Kuwait, security patrols became suspicious of a car parked in a lot designated for a local school with two people inside. Upon approaching the car and inquiring about their identities, police noticed that the individuals appeared to be in an abnormal state. After gathering their data and verifying their identities, it was found that one of them was a Kuwaiti man and the other a Gulf national. Both had criminal records. One of them was wanted for a theft case, while the other had been sentenced to one year in prison, Al Rai newspaper reported, quoting a security source. A search of their car revealed five bags containing the narcotic substance locally known as Shabu, the source added. In recent months, Kuwait has ramped up efforts to combat drug smuggling and has reported several foiled attempts. An expatriate, caught selling rotten food, is facing deportation from Kuwait amid a security crackdown on lawbreakers there. Kuwaiti police had arrested the expatriate dealing in spoiled food and cleaning materials in Jleeb Al Shuyoukh area, south west of Kuwait City. While touring the area this week as part of security deployment in the populous area, police spotted a person sitting in a dirt site with a table in front of him displaying food and cleaning materials for sale, Kuwaiti newspaper Al Anba reported, quoting a security source. As soon as he saw the police patrol, he tried to escape, but he was eventually arrested. Investigations revealed he was an Asian national, the source added. Kuwait, a country with an overall population of 4.9 million, most of whom are foreigners, is seeking to address its demographic imbalance and regulate the labour market. Authorities have recently launched a nationwide clampdown on illegal foreign residents who failed to take advantage of a grace period to rectify their status. Thousands have since been apprehended. A Kuwaiti court has sentenced a citizen to two years in prison for impersonating an advisor at the Royal Court and forging identities. The verdict issued by the Criminal Court came after the man was charged with exploiting his alleged position and attending diplomatic events. He was arrested in a police ambush. It is not clear when the case surfaced. Kuwait has recently uncovered a series of forgery cases and some offenders have been penalized. In January, a Kuwaiti court sentenced five people, including a traffic employee, to five years in prison each for involvement in forging vehicle licences and illegally selling them. In addition to the traffic worker, the defendants included a Kuwaiti citizen and three people without official documents. They were charged with forging licences of 54 vehicles linked to instalments amounting to KD440,000 ($1.4 million) due to a company. Kuwait’s Public Authority for Manpower (PAM) has introduced new measures allowing individuals aged 60 and above, with a secondary school certificate or lower, to transfer their residency from family sponsorship (Article 22) to private sector work residency (Article 18). The change, aimed at streamlining procedures for business owners, aligns with existing regulations for employer transfers. Additionally, PAM has permitted workers previously registered under government contracts to transition to private sector employment, provided their contracts have ended and both their current and prospective employers approve the move. Meanwhile, the latest labour force statistics for 2024 indicate that 31,391 job seekers have registered in the national labour sector across various educational levels. Among them are 27 PhD holders, 629 individuals with a Master’s degree, 17,927 with a bachelor’s degree, and 6,805 diploma holders. The figures also include 823 job seekers with intermediate-level qualifications, 83 with vocational or parallel education, and 408 classified as below intermediate, alongside others with specialized training or work experience.

Kuwaiti police have arrested a gang of three expatriates who devised an innovative scheme to steal luxury vehicles and resell them as scrap, only for them to be reassembled outside the country. Authorities are currently determining the total number of cases linked to the gang by reviewing complaints filed by rental offices against individuals who rented cars and never returned them. The gang’s fraudulent operation was uncovered after police in the Sabah Al Salem suburb, part of Mubarak Al Kebeer governorate, received a tip-off. According to a security source, three expatriates had persuaded a fourth expatriate—who had already left the country permanently—to rent a high-end four-wheel-drive vehicle worth approximately KD 14,000 ($45,374). In a startling case of workplace fraud, counterfeiting and forgery detectives yesterday arrested four Kuwaiti citizens for allegedly taking turns fingerprinting on behalf of each other to falsely record their attendance at work. Initial investigations revealed that each of the four employees, who worked at a government facility in Ahmadi Governorate, only showed up for one week a month while the others stayed home. The scheme involved one employee using silicone fingerprints to clock in for themselves and their absent colleagues. A security source stated that detectives received a tip about the fraudulent activity and, after verifying the information, obtained a warrant from the Public Prosecution to arrest the suspects. During the operation, a man in his thirties was caught red-handed while fingerprinting for himself and his three colleagues. Searches revealed silicone fingerprints belonging to the other employees in his possession. Under interrogation, the first accused admitted to the rotating fingerprinting scheme but denied receiving payment from his colleagues. In an effort to improve transparency, strengthen financial controls, and combat corruption or negligence, the Minister of Education, Eng. Sayed Jalal Al-Tabtabaei, has announced the formation of a fact-finding committee to investigate why thousands of administrative decisions with financial implications have remained unimplemented over the past years. These unaddressed decisions have led to the discovery of financial debts totaling approximately 12 million dinars that were never collected for the state treasury. This move comes in response to repeated reports and information received by Minister Al-Tabtabaei regarding accumulated debts from both current and former employees in the Ministry of Education. These outstanding debts represent a significant waste of public money. In light of this, the Minister directed his office’s inspection and audit team to verify these claims and prepare a comprehensive report. Kuwait’s Public Authority of Manpower (PAM) has announced new regulations aimed at enhancing the living conditions of workers, reducing overcrowding and ensuring adequate housing standards. According to the guidelines, employers must ensure that worker accommodations provide a minimum space per person and house no more than four workers per room. These measures aim to promote better living environments across various sectors. Employers who fail to provide adequate housing will be required to offer housing allowances. Workers earning the minimum wage must receive an allowance equal to 25 per cent of their salary, while those earning above the minimum wage are entitled to 15 per cent. PAM also emphasized that employers must secure prior approval from relevant authorities before providing housing for workers.
