Oman: Ministry Bans New Visas For Expats In Several Categories

The Ministry of Manpower (MoM) has banned the issuance of new visas to expats in Oman for all administrative and clerical positions in the private sector in addition to several other job categories. Visas of workers employed under the specified categories will not be renewed on expiry.

The decision (No 221/2019) was issued by H E Sheikh Abdullah bin Nasser bin Abdullah al Bakri, Minister of Manpower.

Article 1 of the decision states, “The decision prohibits the hiring of expatriate manpower in the private sector in following positions; assistant general manager, administration manager, human resources manager, employee affairs manager, training manager, public relations manager, follow-up manager, assistant manager, all administrative and clerical occupations.”

Article 2 of the decision adds that the expats in Oman employed in the above-mentioned categories shall continue until the expiry of their visa/work permit, which will be not renewed afterward.

The decision is based on the Omani Labour Law promulgated by Royal Decree 35/2003 and Royal Decree 76/2004 which defines the competencies of the Ministry of Manpower and the adoption of its organizational structure.
